Isn't a growing middle cl a sign of prosperity, if so why is ours shrinking?

If government truly wanted to 'promote the general welfare' of the country, wouldn't/shouldn't it focus on creating and maintaining a middle cl? But instead they focus 100% on their corporate interests, why corporation and not the country itself?
