I'd say Shelton Benjamin and R-Truth. WWE seems to be building up a feud between these two for the US Title. It would have been a great match at No Mercy. The rest of these guys don't have much of an angle working right now. Kozlov will likely get involved at some point during the show, so I wouldn't put him on the list.
