Who's at Fault?

I was travelling along behind another car and in front of her are two tractors she indicates to overtake she pes the first tractor and manages to pull back in between them I indicate to overtake and can see the road is clear ahead with plenty of ping space for the two tractors and her I overtake the first tractor and then she decides to pull out again while i am along side her i peep my horn continuasly but she still keeps coming and hits my pengers front wheel, wing and bumper
